Clustering - can't mirroring another node

Hi all

I have faced with a difficult problem about mirroring.
Here's the summary of current settings:
 ● Three cluster nodes - RMQ1, RMQ2 and RMQ3
 ● RMQ1 is mirrored in RMQ2
 ● RMQ1 is not mirrored in RMQ3

My goal is :
 If RMQ2 fails, RMQ1 is mirrored in RMQ3

However, when RMQ2 fails, RMQ1 is not mirrored in RMQ3.

 {running_nodes,['RMQ1','RMQ3']},

$ sudo rabbitmqctl list_queues name messages pid slave_pids synchronised_slave_pids
Listing queues ...
hello   180     <'RMQ1'>    []      []
...done.

I have executed the following command, but it does not work as expected.

$ sudo rabbitmqctl set_policy two "^.*" '{"ha-mode":"exactly","ha-params":2,"ha-sync-mode":"automatic"}'
---

Does anyone know how to troubleshoot this thing further?
